On the afternoon of 11th June, the inauguration ceremony and kick-off meeting for the "National and Local Joint Engineering Research Center for Cyberspace Governance Technology" (“the National and Local Center”) was held at Surfilter’s headquarters. Fang Binxing, an academician at CAE, Huang Xiangyue, Deputy Secretary of the Nanshan District Committee, Secretary of the Committee of Political and Legislative Affairs, Feng Haibin, a researcher at the Network Security Management Office of Shenzhen Cyberspace Administration, Xu Junfeng, Director of Shenzhen Communications Administration, Jiang Bo, a researcher at Nanshan District Economic Promotion Bureau, Kong Lingbo, a Deputy-Director level police officer at the Network Police Detachment of Shenzhen Public Security Bureau and Dr. Jing Xiaojun, Board Chairman of Surfilter attended the ceremony. This inauguration ceremony was hosted by Zhou Yonglin, Vice President of Surfilter.

Jing Xiaojun delivered a welcome speech and said that the National and Local Center is an important part of the national cyberspace governance and innovation system construction. The company will take this occasion as an opportunity to foster advantages for development and actively set up a long-term industry-academia-research cooperation mechanism. Additionally, in response to the urgent needs of cyberspace governance supporting technology, it will carry out research on basic theories and key technologies in cyberspace governance, actively participate in and promote construction of national cyberspace security to boost the network information security industry in China, enhance industrial innovation capability and accelerate regional economic development.


Feng Haibin, a researcher at the Network Security Management Office of Shenzhen Cyberspace Administration and Xu Junfeng, Director of Shenzhen Communications Administration also addressed the gathering. Feng said that cyber security is a global challenge. Maintaining national cyber security is the common responsibility of the whole society. As an enterprise known for network information security in Shenzhen, he hoped Surfilter would take proactive action, assume its responsibility to continuously strive for key technologies, and contribute to the development of technologies for Shenzhen’s cyberspace governance.

Xu Junfeng congratulated Surfilter for having been approved to establish the National and Local center by the National Development and Reform Commission. He said that cyberspace plays a very important role in sovereignty and has become an important measure to guard national security in this new era. The establishment of the National and Local Center will further push forward the development of cyberspace security governance technology. He looked forward to Surfilter making more innovations and bringing about more features in cyberspace security governance, which will be of immense practical significance in guarding national cyberspace security and national interests.

The inauguration ceremony of the National and Local Center was held subsequently. Fang Binxing, an academician at CAE, Huang Xiangyue, Deputy Secretary of the Nanshan District Committee, Secretary of the Committee of Political and Legislative Affairs, Feng Haibin, a researcher at the Network Security Management Office of Shenzhen Cyberspace Administration, Xu Junfeng, Director of Shenzhen Communications Administration and Chairman Jing Xiaojun unveiled the Center’s nameplate together. Shen Zhijie, General Manager of Surfilter, gave a report on the Center’s construction plan for the next three years.

After the ceremony, Fang Binxing, an academician of CAE, delivered a presentation titled “On Cyberspace Sovereignty” based on the theme of cyberspace security. In his presentation, Fang introduced several concepts such as cyberspace security and cyberspace sovereignty, and deeply analyzed the practice of cyberspace sovereignty across the world.

National and Local Joint Engineering Research Center


The National and Local Joint Engineering Research Center is a research and development entity established through the joint efforts of enterprises, converted scientific research institutions, research institutes and universities. It is an important move taken by the National Development and Reform Commission to further strengthen the innovation capacity of regional industries, accelerate the transformation of economic development model and structural adjustment, and promote the linkage with the national science and technology innovation system.
