On September 12th, the 5th China Internet Security Conference (ISC 2017) was held in Beijing with the theme “Everything is variable, but humankind are the basis for security”. During China’s Internet Security Industry Responsibility and Development Summit Forum held in the afternoon, Vice President Zhou Yonglin spoke on the topic of "Cooperation and win-win". He proposed to mobilize all parties, including government regulators, network operators, educational and research institutions, internet security companies and users, to achieve complementary advantages and seek common development.

In analyzing the resources of all parties in the network security industry, Zhou pointed out that the government is the maker of policies and regulations and administrator of standards and qualifications and has the power of enforcing laws. At the same time, the government provides certain subsidies to support industry research. Network operators are network security demanders, who are able to provide funding. Educational and research institutions have research results and talented people. Internet security companies mainly provide products, services and technology.


Earlier, the network security industry has had numerous successful cooperation cases, but current partners are mainly the government, security companies, internet operators and educational and research institutions. In the past 10 years, the recognized management systems in the industry and industrial policies have been initially established, but the cooperation has yet to be further broadened.


In his speech, Zhou took the vegetable market as an example to explain the three effective and pragmatic ways of cooperation between security companies. The first one is cooperation between enterprises. For example, if someone wants to make an eggplant stewed potato, then he or she can work with restaurants or with vegetable sellers. The second one is the cooperation between upstream and downstream. Cooperation can be developed with vegetable sellers, seed sellers, and logistics companies. The third one is the cooperation with investors. Street stalls are all partners and they can purchase products among themselves.


In addition, Zhou offered suggestions on industrial cooperation based on a win-win goal: first, enhance safety values, so that industry and users recognize the value of safety. At the same time, it is necessary to encourage R&D investment to make products stronger, and to resist vicious competition.
