Surfilter invited to attend the China-Russia Cyberspace Development and Security Forum

On April 27th, the first China-Russia Cyberspace Development and Security Forum was held in Moscow. Lu Wei, the Director of the National Internet Information Office of China, and Xiaogolev, Assistant to the President of the Russian Federation, attended the conference and gave speeches. Jing Xiaojun, the Chairman, and Shen Zhijie, the General Manager of Surfilter Network Technology Co., Ltd., were invited to attend the conference.

At the forum’s opening ceremony, Lu Wei delivered a speech titled “Take Responsibility as a Big Country and Jointly Build a Cyberspace Future Community”. During his speech, he pointed out that the internet has made all humankind a community of the future with a shared destiny. How to develop and govern the internet is a major and urgent issue for all countries in the world. Countries need to speed up network interconnection, jointly build an online spiritual home, prosper and develop the digital economy, effectively maintain network security, and promote network sharing and co-governance, so as to enable the new homes in cyberspace be more beautiful, cleaner, and safer.

Lu Wei pointed out that it is the responsibility of a big country to respect network sovereignty as a principle, take maintaining peace and security as a responsibility. Open cooperation has to be the basis and construction of good order is the guarantee. At the same time, we should assume responsibility for accelerating network interconnection, buildd online spiritual homes, prosper and develop the digital economy, effectively maintain network security and promote network sharing and co-governance.


Xiaogolev, Assistant to the President of the Russian Federation, said in his speech that in recent years, Russia’s network communication technology and security industry have developed rapidly and achieved remarkable results. At the same time, it faces new challenges and new tasks in terms of personal information security and stability of network technology facilities. The Russian side hopes to discuss the best solutions for network governance with Chinese experts through this forum.

Fang Binxing, Chairman of China Cyberspace Security Association and Academician of Chinese Academy of Engineering, presented a special report on network sovereignty. His comprehensive and in-depth understanding of network sovereignty aroused great interest among the attending experts.

The forum was co-sponsored by the China Cyberspace Security Association and the Russian Security Internet Alliance to jointly explore prospects of China-Russia cyberspace technology cooperation. Its main purpose is to strengthen cooperation between the two countries in the field of information security, and to formulate common action plans for the development, research and study of information and communication technologies in the two countries, and to exchange experiences.

More than 300 representatives from government, business, industry, and experts & scholars from China and Russia attended the conference. Fang Binxing, Chairman of China Cyberspace Security Association, Academician of Chinese Academy of Engineering, Li Yuxiao, General Secretary of China Cyberspace Security Association and a large number of experts and scholars were invited to attend the conference. Jing Xiaojun, the Chairman of Surfilter and Shen Zhijie, the General Manager of Surfilter were also invited to attend the conference, where they held intense discussions with domestic and foreign security experts on various issues such as network security, personal privacy, and network crime prevention. They shared Surfilter’s research results in the field of network security protection, which were unanimously appreciated by the experts and scholars present.

During the conference, Chinese and Russian experts agreed that cyberspace security has increasingly become a prominent problem that threatens national security and affects social and economic development. A series of problems such as lack of international order in cyberspace, internet crime, internet terrorism and inadequate online protection for minors attracted the attention of China and Russia as well as the international community. China and Russia aim to jointly maintain the international order of cyberspace.
